Queen Of Scots

1 tsp sugar
2 tsp water
1 tsp lemon juice
2 oz Scotch whisky
1/2 tsp Green Chartreuse
1/2 tsp Blue Curacao liqueur

Shake with ice and strain into a cocktail glass.
